Some Not-So Recent Working Papers
The following papers have been around for quite some time, but may
still interest some readers:
Some of the arguments in the above paper are summarized less formally
in The Institutions of Federalism: Toward
an Analytical Framework, appearing in the National Tax
Journal. (Equivalently, the above working paper provides a
more formal treatment of some of the ideas in the NTJ
paper. Take your pick.) I might add that although the two papers are
related, they are quite distinct.
The above paper dates to 1978. It was prepared using the then-hot
technology of the IBM Selectric typewriter with a symbol
ball, making it possible to produce Greek and other math symbols without
resort to pen and ink.
